Ridding Pensacola of Juvenile Problems

By Mike Simmons

The Friday, February 2, 1951, edition of the Pensacola News Journal reported that Pensacola Police Chief Crosby Hall was at a meeting at the office of City Manager Oliver Semmes the day before.

At the meeting, R.H. Swaine demanded that the Pensacola Police begin enforcing the local curfew and juvenile laws. Chief Hall agreed, returned to the police station and issued orders:

  1. No one under the age of 16 can be on the streets of the city from 11:00 PM to 5:00 AM unless accompanied by a parent or guardian. The only exception was for employment during those hours, and the juvenile employee must have papers to indicate that.
  2. Juveniles are not allowed to use pinball machines. Those are reserved for adults.
  3. Juveniles are not allowed to purchase cigarettes from the vending machines.
